I have a starting image of her in a bathing suit and I just add the clothes to that, along with changing the make-up and hair. It was originally going to be like those old paper doll dress up graphics with the tabs that you fold over, but the first one I did was Winder Woman, and there wasn't enough clothing for that one to work.
